This grants the player the "VIP" Rank, giving a certain amount of permissions in consequence: 

• /ec => access to enderchest 
• /fly => access to fly
• /workbench => access to crafting table
• /anvil => access to an anvil
• /grindstone => access to a GrindStone
• /feed => Feeds the player
• /hat => put any item as a hat
• /condence => condence items such as ores into blocks
• /top => goes to the top of your current location
• /bottom => goes to the bottom of your current location
